How To Work In Your State Capitol

Your state legislative session is in full swing. Committee hearings are underway, bills are advancing and dying, and the window to influence outcomes is narrow. For chamber executives, this is the most consequential time of year: the decisions made in your state capitol over the next few months will shape the business environment your members navigate for years to come.
The good news? Chambers of every size can make a real difference. Here are five practical steps you can take right now.

1. Ask your members what matters.
Start by engaging your members and their trade associations directly. A quick email survey, a board conversation, or a question at your next member event can reveal which bills and issues are on their radar. Chambers that ground their advocacy in actual member priorities carry far more credibility when they engage their legislature, and the outreach itself strengthens member relationships.

2. Partner with your State Chamber of Commerce.
Your state chamber of commerce is one of the most valuable and underutilized resources available to local chambers. Most state chambers track legislation, publish policy analyses, and offer action tools that make it easy to weigh in on priority bills. Sign up for their legislative briefings, review their bill tracking reports, and coordinate with their advocacy team. Aligning your chamber's priorities with the state chamber amplifies your voice considerably.

3. Join coalitions and amplify your voice.
You do not have to engage alone. Most states have robust networks of regional chambers, trade associations, and business coalitions that actively work on legislation affecting local business. Joining a coalition costs little to nothing and dramatically amplifies your chamber's reach. Look for regional business roundtables, issue-specific coalitions organized by statewide associations, or joint advocacy efforts among neighboring chambers.

4. Show up where decisions are happening.
Attendance is advocacy. If your area legislators hold town halls, district office hours, or local business roundtables, make sure your chamber is in the room. These conversations build the relationships that matter when a vote is close. Many legislators also participate in organized chamber legislative days at the state capitol, which are among the most effective ways to put a face to your chamber's priorities.

5. Know when to bring in professional support.
For issues that are truly central to your members' livelihoods, where the stakes are high and the process is complex, working with experienced legislative advocates can make the difference between a win and a loss. Professional advocates bring established relationships, real-time intelligence on bill movement, and the dedicated time that chamber staff often cannot spare during a busy session.
